Julu County is intensifying efforts to promote green transformation and expand its industrial clusters, according to local authorities.
"We will implement key initiatives and unswervingly advance the transformation and upgrade of distinctive industrial clusters, contributing more Julu strength to accelerating comprehensive green transformation and building a beautiful Xingtai," said Kong Junfeng, Secretary of the Julu County Party Committee, in a recent interview.
Kong emphasized that the county will adhere to the development direction of intelligence, greenization, and integration. By nurturing leading enterprises, renovating and improving low-efficiency land use, and accelerating intelligent and digital transformation of businesses, the county aims to build itself into a strong county for manufacturing key components of high-end equipment.
Julu County's high-end equipment key components manufacturing cluster is one of 107 county-level industrial clusters supported by Hebei Province and a provincial SME characteristic industrial cluster. It is the cluster with the highest number of participating entities and the highest concentration of small and micro enterprises in the county, forming a complete industrial chain from casting, forging, and mechanical processing to equipment manufacturing.
Kong stated that the focus will be on accelerating the green transformation of industrial clusters, planning and building a number of intelligent and digital factories, and developing new quality productive forces tailored to local conditions. The goal is to build a modern industrial system centered on the manufacturing of key components for high-end equipment.
Leading enterprises are key to the development of industrial clusters. Kong said that Julu County will focus on cultivating these leaders, guiding entrepreneurs to update their thinking, encouraging enterprises to expand and improve quality, strengthen technological innovation, and accelerate green transformation, thereby injecting strong momentum into the cluster's high-quality development.
Currently, the county is prioritizing the cooperation between Sinosteel Xingtai Machinery & Mill Roll Co., Ltd. and Julu Baorun Casting & Forging Materials Co., Ltd. on casting and forging projects. This includes accelerating the implementation of casting and forging production lines, driving the development of upstream and downstream equipment manufacturing enterprises, and building a high-end equipment manufacturing innovation demonstration base.
Guided by leading enterprises such as Liangshan Energy, the county will vigorously develop the production and manufacturing of environmental protection equipment and key components, aiming to establish an environmental protection equipment industry base. The county will also focus on the gradient cultivation of cluster enterprises, promoting more enterprises to enter the statistics and upgrade to scale, and striving to create a number of high-tech enterprises and "specialized, refined, distinctive, and innovative" enterprises to continuously enhance the scale and benefits of the industrial clusters.
Kong said that the renovation and improvement of low-efficiency land use will be treated as a key support for consolidating the industrial foundation, exchanging stock for increment, idle for effective, and low-efficiency for high-quality to empower the high-quality development of industrial clusters. Through sustained efforts and targeted actions, a ledger for low-efficiency land use support will be established, with tailored renovation and upgrading plans for each enterprise, actively guiding businesses toward scale and intensification.
With continuous effort and long-term commitment, the county will improve the full-chain closed-loop mechanism of "investigation, filing, disposal, revitalization, and supervision," promote greater results in the renovation of low-efficiency land use, focus on enhancing the output per mu of the park and the industrial level, and help upgrade the industrial clusters.
