The Ministry of Industry and Information Technology's Department of Science and Technology released the draft version of the Guidelines for Building the Power Battery Recycling Industry Standards System (2026 Edition) on September 15th.
According to the proposal, more than 50 national standards are expected to be formulated or revised by 2030, aiming to establish a comprehensive standards framework covering the entire industry chain and the full lifecycle of power battery products. The ultimate goal is to gradually develop a standards system characterized by efficient resource utilization, complete industrial chain coverage, and coordinated domestic and international alignment.
Power batteries contain strategic resources such as nickel, cobalt, and lithium, and their recycling can effectively alleviate and reduce import dependence while enhancing the nation's capacity to secure mineral resource supplies. Establishing a robust standards system for power battery recycling is of significant importance for regulating industry development, safeguarding strategic resource security, and leading technological innovation within the sector.
The draft guidelines propose accelerating the construction of a standards system that covers the entire industry chain—spanning collection, storage and transportation, physical processing, and chemical processing—as well as the full product lifecycle of waste power batteries. The framework of the standards system comprises six key components: basic general standards, collection and classification standards, physical processing standards, chemical processing standards, comprehensive utilization product standards, and green and low-carbon standards.
