The national computing power interconnection regional node for Hebei was officially activated on September 12 during the opening ceremony of the 2026 China Computing Power Conference, with the node established in Xiong'an New Area. The application for this national node was coordinated by the Hebei Provincial Communications Administration and the Hebei Provincial Department of Industry and Information Technology, with China Mobile Hebei Company serving as the exclusive implementation entity, deeply involved in scheme design and technical integration to provide comprehensive support for the successful selection of the national node.
China Mobile Hebei has been actively building its computing power infrastructure, establishing a "5+9+X" full-domain computing resource system based on the China Mobile Group's "4+N+31+X" data center framework. This system focuses on five core hubs in Shijiazhuang, Baoding, Langfang, Zhangjiakou, and Xiong'an, creating a multi-center collaborative computing cluster with differentiated development. The company has also constructed a "1-3-5 millisecond" ultra-low latency network, deploying a 400G all-optical backbone network with Shijiazhuang, Langfang, Xiong'an, and Zhangjiakou as the first cities, enabling 1-millisecond metropolitan access in provincial capitals, a 3-millisecond latency circle across the Beijing-Tianjin-Hebei region, and a 5-millisecond circle covering edge computing across the province.
Notably, the latency between Zhangjiakou and Beijing is now controlled within 1 millisecond, allowing researchers in Beijing to access computing resources in Zhangjiakou in real time, with instruction transmission faster than the blink of an eye. In industry applications, China Mobile Hebei has launched the first provincial-level vertical large model platform for the steel industry, transitioning traditional heavy industry from experience-dependent operations to intelligent management, while also implementing AI quality inspection solutions for food packaging and intelligent scheduling optimization for transportation enterprises, covering steel, food, and logistics sectors.
The purpose of establishing the national computing power interconnection node is to address challenges such as supply-demand mismatches, low scheduling efficiency, and high computing costs. The node platform will unify management, scheduling, trading, and monitoring of computing resources across the province, connecting fragmented resources to enable on-demand access comparable to water and electricity. The platform adopts a classified and differentiated management strategy, prioritizing the integration of existing scheduling platforms in Langfang, Zhangjiakou, and Xiong'an, along with state-owned computing resources from major operators, while progressively incorporating private data centers and opening only idle surplus capacity from government, university, and enterprise-owned resources.
Utilizing China Mobile's computing network brain technology, the platform can rapidly aggregate dispersed resources into a manageable computing resource pool. The MOMA platform provides full-domain awareness and network-computing integration capabilities to support real-time monitoring of computing load, network latency, and link bandwidth, enabling intelligent scheduling that automatically matches optimal resource paths based on customer needs. After activation, the average utilization rate of computing clusters across Hebei Province is expected to increase by more than 20 percent, significantly alleviating situations where servers run 24/7 but remain mostly idle. The platform also establishes a standardized trading environment supporting multiple purchasing models, with full traceability monitoring to ensure secure and orderly market operations.
With the node located in Xiong'an New Area, it will strengthen the area's capacity as a national computing hub, providing high-level computing support services for relocated central enterprise headquarters and research institutions. China Mobile Hebei will promote the coordinated development model of Beijing and Hebei nodes, leveraging the 1-millisecond low-latency network between Beijing and Xiong'an and 400G backbone links to enable interconnected scheduling and complementary advantages between the two regions. The company plans to precisely accommodate the relocation of high-end computing, AI research and development, and supercomputing services from Beijing, integrating the Hebei node into the national integrated computing network. China Mobile Hebei will also establish a computing power docking mechanism for relocated entities in Xiong'an, comprehensively assessing the computing resources and development needs of central enterprises, universities, hospitals, and research institutions in the new area, and developing customized access plans to ensure all computing resources of relocated organizations are connected to the node platform.
China Mobile Hebei's position as the exclusive implementation entity is backed by its comprehensive computing network infrastructure and strategic focus on computing power as a key transformation project. The company has positioned itself as a central enterprise leader and main force in computing network construction, supporting the national "six networks" planning that elevates computing power networks to the same strategic importance as water and power grids.
