The Hong Kong Insurance Authority (IA) is actively broadening its focus on reinsurance and captive insurance operations, according to its Chairman, Mr. Yao Jianhua. The latest Policy Address highlights plans to enhance the city's insurance regulatory framework and establish a multi-tiered risk management system, with the IA playing a central role in this development.
Mr. Yao noted that the IA is dedicated to cultivating a thriving ecosystem for captive insurance and insurance-linked securities. This includes developing specialized insurance products tailored for commodities such as precious metals, expanding the underwriting capacity of the "Maritime Special Risk Pool," and advancing the "AI Promotion Scheme" to drive innovation within the sector.
The authority is also encouraging the industry to diversify cross-border insurance offerings, deepening connectivity with the mainland Chinese insurance market. These efforts are designed to fully leverage Hong Kong's strategic position as a premier risk management hub, reinforcing its role in the global financial landscape.
In alignment with Hong Kong's First Five-Year Plan, the IA will implement measures focused on strengthening regulatory collaboration, creating bespoke risk management instruments, and refining the risk-based capital regime. These initiatives aim to support the city's broader vision of developing into a "Four Centers and One High Ground," thereby cementing its competitive edge as an international financial center.
