In the autumn grassland, the scent of pasture fills the air as farmers and herders welcome a heartwarming series of harvests. Recently, Baoligenhua Gacha in Baoligenhua Sumu, Jalaid Banner, Xing'an League, held its forage distribution assembly under the "Three Changes Reform and Five Major Cooperatives" initiative. Villagers lined up in an orderly fashion to collect their forage distribution slips and load the hay, their faces beaming with the joy of a bountiful harvest. This marks the third consecutive year that Baoligenhua Gacha has implemented the "Three Changes" reform and distributed dividends to its residents, showcasing the success of this ongoing transformation.
"I have 50 mu of grassland, and since I handed it over to the cooperative, I don't have to worry about anything," said villager Ao Changsui, who exchanged his grassland for cooperative shares three years ago. "I receive dividends every year, and life is getting better and better." This year, he received 20,000 jin of forage, with his income more than doubling compared to the previous two years. The rising figures are a testament to the reform's effectiveness, as this year alone, Baoligenhua Gacha achieved a total forage output of 1.1765 million jin, benefiting 109 households and 434 individuals, with an average dividend of 10,599 jin per household, equivalent to a cash income of 3,391 yuan.
Where did such change come from? Three years ago, to effectively address the issue of grassland overgrazing, the Gacha adopted a model where the Party branch took the lead in establishing cooperatives. They encouraged and guided farmers and herders to invest their grasslands as shares, consolidating scattered pastures into joint hay-cutting grounds, promoting high-quality grass varieties such as Zhongke wheatgrass, and building premium forage planting bases. The initiative fully promoted scientific breeding models like shed feeding and intensive, high-quality animal husbandry, driving the transformation of resources into assets, funds into shares, and farmers into shareholders. The Sumu also organized an all-weather grassland protection team comprising law enforcement officers, Gacha "two committees" members, and ecological rangers, establishing a grassland ecological protection mechanism led by the Party branch, supervised by cadres, and participated in by farmers and herders, safeguarding the "appreciation" of the grasslands.
"In the past, the grasslands were fragmented and earnings were low," Ao Changsui reflected, expressing growing confidence in the cooperative. "But since the Gacha Party branch took the lead in reform and established the cooperative, we've unified the scattered grasslands, planted premium forage, and implemented unified management, harvesting, and dividend distribution." He added, "The grasslands have turned greener, the ecology has improved, and the harvests have increased. The dividends keep growing year after year, and our future looks brighter and brighter!"
"My household received 7,000 jin of grass!" said villager Geriletu, who has been raising cattle for five years and currently owns 60 head. "This forage has high nutritional value and saves me a significant amount on feed costs. Now I have all the equipment, from loaders to feed dispensers, and all my cattle are kept in sheds, which is far more efficient than the old free-range method." The dividend forage he just received has strengthened his confidence in expanding his cattle business, proving the tangible benefits of the cooperative model.
"Three years of reform practice have proven that going it alone leads nowhere, but working together brings lasting momentum," said Chen Yongle, Party branch secretary of Baoligenhua Gacha. "By integrating resources, standardizing operations, and ensuring fair distribution of benefits, we've broken through the difficulties of fragmented grasslands, disorderly management, and unstable income. We have truly achieved ecological protection, expanded the collective economy, and increased income for every household."
