So what exactly is this extraordinary service task force for AI industry development? In simple terms, it acts as a dedicated butler for the AI sector. With coordinated efforts across municipal, district, and town levels, it breaks down barriers between departments, transforming the old model of enterprises coming to departments for help into a new approach where the task force actively reaches out to businesses. It regularly collects and resolves enterprise demands, removes obstacles for project construction through proactive service, and precisely delivers resources such as scenarios, technology, capital, and talent into the hands of companies.

The reason for establishing such a dedicated butler aligns closely with the current realities of industry development. Kunshan's AI industry has entered a period of rapid growth, and enterprises face numerous challenges during project implementation and capacity expansion, often requiring coordination across multiple departments. An official from the Municipal Development and Reform Commission noted that if Kunshan wants to firmly seize opportunities in the AI new track and push the industry toward higher-level upgrades, it cannot continue using old mindsets and outdated methods. To this end, Kunshan has formed this extraordinary service task force, leveraging cross-departmental coordination mechanisms to help the AI industry gain a competitive edge.

The successful implementation of individual projects serves as the best testament to the task force's service quality. Facing the wave of capacity expansion triggered by the AI industry boom, Taiwan Electric Materials, a global leader in AI high-performance copper clad laminates, was eager to expand production to capture market share. The task force rose to the challenge, securing 258 mu of industrial land despite tight land availability, simultaneously resolving supporting facilities, electricity, and other practical issues. By innovating the approval process, they completed multiple preliminary tasks within just 40 days, and once the project reaches full production, it will add over 10 billion yuan in annual output value.

Xunhao Electronics has also reaped the benefits of this service. With the AI computing power market heating up, the company urgently needed to expand capacity. Rather than building new plants from scratch, the task force chose to revitalize existing resources, helping the company lease 29,000 square meters of idle factory space and coordinating solutions for renovations involving fire safety, environmental assessment, and power capacity upgrades. Production lines were completed in just three months, and once the project reaches full capacity, it is expected to generate over 5 billion yuan in annual output value, achieving a win-win outcome for all parties.

On August 27, the Midea KUKA Swisslog Intelligent Manufacturing Center project officially broke ground. The company plans to invest an additional $30 million to further expand robotics production capacity, with projected annual output value exceeding 3 billion yuan once operational. Gu Yanmin, Vice President of Midea Group and Chairman of the KUKA Group Supervisory Board, expressed confidence in the project's future, stating, Kunshan not only has a solid industrial foundation and a well-developed innovation ecosystem but also highly efficient and considerate government services, making it an ideal fertile ground for developing high-end intelligent manufacturing.

While existing enterprises accelerate their transformation, new projects continue to pour in. Major players such as Luxshare, Wus, Zhongke, and Visionox have all made substantial investments in Kunshan. If projects form the skeleton of the industry, application scenarios are the soil in which it grows. Kunshan has consistently adhered to the philosophy that giving scenarios matters more than giving policies, establishing a dedicated Scenario Office, launching the Kunshan Scenario Window online platform, and building a team of nearly 200 liaison officers to serve as matchmakers between technology and demand.

Not long ago, a matchmaking conference themed Kunrong Linkage, Thriving Toward the Sea was held in Rongcheng, Shandong Province. Kunshan organized local enterprises to go beyond their borders and engage face-to-face with local marine-related businesses, exploring cooperation opportunities in fields such as underwater robotics and marine new energy. To date, Kunshan has released 67 scenario opportunities and 134 scenario capabilities, facilitating the implementation of multiple AI projects, including Qingtao Energy's intelligent quality inspection transformation.

To ensure enterprises can take root with peace of mind and talent can thrive without worry, Kunshan continues to cultivate a comprehensive AI industry ecosystem. Responding to the real needs of business development and talent settlement, Kunshan has rolled out a series of policy measures. New policies on promoting urban digital transformation and data industry integration provide substantial financial support in areas such as computing power usage, high-quality dataset development, vertical large model research, and AI application scenario construction. Enterprises can apply for subsidies when using computing power, calling large models, or implementing innovative scenarios. Special AI talent policies and OPC support policies have been introduced, offering practical benefits such as computing power vouchers, model vouchers, and scenario vouchers. Kunshan has also built two major platforms, a supercomputing center and an intelligent computing center, becoming the first county-level city in China to achieve coordination across supercomputing, intelligent computing, and general computing, with intelligent computing capacity reaching 30,000 P. Additionally, it was the first county-level city to establish a public intelligent digital foundation, aggregating and integrating over 30 billion data entries and supporting more than 2.6 billion calls, laying a solid data foundation for AI research, development, and training.
