The Provincial Department of Industry and Information Technology has recently unveiled the 2026 roster of provincial advanced-level intelligent factories, with ten companies from our city securing a spot on the list. This recognition stands as a definitive endorsement of the companies' smart manufacturing capabilities and is expected to catalyze a broader push among local enterprises toward digital and intelligent upgrades, injecting renewed momentum into the high-quality development of our city's industrial economy.
Since the onset of the 14th Five-Year Plan period, the transformation of our city's specialty equipment manufacturing industry has continued to gain pace. Looking ahead to the 15th Five-Year Plan period, Chengde stands at a pivotal crossroads where strategic opportunities converge, the shift between old and new growth drivers reaches a critical phase, and the city's overall stature is poised for a significant leap. In alignment with the directives of the 16th Municipal Party Congress and the municipal two sessions, we steadfastly focus economic development on the real economy, leveraging Chengde's unique industrial advantages. Guided by the principles of intelligence, greenness, and integration, we are prioritizing key sectors such as wind power equipment, energy storage systems, precision instrumentation, intelligent conveying equipment, and automotive components. Through vigorous implementation of intelligent transformation and digital upgrading, we aim to evolve the specialty equipment manufacturing industry from mere production towards smart manufacturing services.
We are committed to strengthening the energy equipment industry chain. In traditional strongholds like wind power manufacturing, energy storage equipment, precision instruments, intelligent conveying systems, and automotive parts, we are building a full-fledged value chain—from core components to complete machine production and operational maintenance—within the wind power and new-type energy storage arenas. This involves consolidating our advantages in wind turbine towers and nacelle covers, bringing in projects for core parts such as gearboxes and control systems, and establishing initiatives for storage batteries, system integration, and cascade recycling, all aimed at creating a demonstration base for the energy storage equipment industry.
We are also working to refine the high-end equipment manufacturing chain. By focusing on niche areas like instrumentation, conveying equipment, and automotive parts, we strive to cultivate specialized and innovative leaders. This includes advancing instrumentation towards higher precision and intelligence, developing complete conveying systems, and deepening collaborative ties with vehicle manufacturers across the Beijing-Tianjin-Hebei region to integrate more closely into the new energy vehicle supply chain. Additionally, we are developing comprehensive intelligent conveying systems for smart logistics and green mining operations, enhancing system integration capabilities, and prioritizing high-end motor shafts, lightweight chassis components, and precision transmission parts to better serve the new energy vehicle ecosystem—all to reinforce the industry's foundation by strengthening, extending, and supplementing the chain.
Accelerating intelligent upgrades is key to driving industrial optimization. We will continue to enhance the industrial ecology, promote new models of smart manufacturing, and roll out intelligent equipment like industrial robots widely. This effort includes accelerating the construction of smart factories and advancing intelligent upgrades across the entire spectrum of R&D, production, and management. Companies will be encouraged to boost R&D spending, establish diverse innovation platforms, and tackle core technologies. We also plan to actively attract high-end equipment manufacturing transfers from Beijing and Tianjin, secure key project implementations, optimize the business environment, and reinforce support mechanisms for talent acquisition and financial services, thereby solidifying the foundation for quality and efficiency gains in the specialty equipment manufacturing sector.
Proactively embracing industrial transfers from Beijing and Tianjin is another avenue to extend the industry chain. Capitalizing on the opportunities presented by the Beijing-Tianjin-Hebei coordinated development strategy and the "R&D in Beijing-Tianjin, transformation in Chengde" collaboration model, we are leveraging key development zones and specialized industrial parks as platforms, including the Liugou, Huaifeng, and Xinglong Xinggu initiatives. By improving park infrastructure and enhancing agglomeration capacity, we are adopting a chain-based investment approach—mapping out industry chain blueprints and conducting targeted, one-on-one matchmaking and precision investment efforts. In absorbing industries from Beijing and Tianjin, we aim to attract leading chain enterprises while simultaneously landing supporting projects to fill gaps, with a particular focus on areas like new energy vehicle parts and intelligent robotics. This strategy seeks to foster interconnected growth between emerging sectors and our existing traditional equipment manufacturing base, channeling Beijing-Tianjin innovation resources and technological outcomes to drive local upgrades, thicken and lengthen the equipment manufacturing value chain, cultivate new productive forces, and steadily expand the scale of the specialty equipment manufacturing cluster.
