Shanxi Rolls Out 2026 Subsidy Guidelines for New Energy Buses and Battery Upgrades

To fully implement the Central Committee of the Communist Party and the State Council's strategic plans for the "two new" initiatives, and in line with the requirements of the "Notice on Implementing Large-Scale Equipment Renewal and Consumer Goods Trade-In Policies in 2026" issued by the National Development and Reform Commission and the Ministry of Finance, as well as the "Implementation Rules for New Energy Bus and Power Battery Renewal Subsidies in 2026" published by the Ministry of Transport and the National Development and Reform Commission, the provincial Department of Transport, the Provincial Development and Reform Commission, and the Provincial Department of Finance have jointly released the "Shanxi Province Implementation Rules for New Energy Bus and Power Battery Renewal Subsidies in 2026."

For 2026, the subsidy for renewing new energy city buses and power batteries has shifted from the previous year's consumer goods trade-in program to a large-scale equipment renewal framework. The funding is fully supported by the central government's ultra-long-term special treasury bonds. Shanxi Province will adopt a "lottery first, subsidy later" mechanism to allocate these funds.

The subsidy coverage primarily targets two areas: first, it supports the renewal of new energy city buses registered before December 31, 2018 (as verified by the "Motor Vehicle Registration Certificate"); second, it backs the replacement of power batteries in new energy buses that have exceeded their warranty period (expiring before December 31, 2026) or no longer meet safe operation standards. The subsidy standard is set at an average of 80,000 yuan per vehicle. For battery replacements specifically, the subsidy covers 50% of the purchase price of the new power battery, with a maximum cap of 42,000 yuan per vehicle.
