Shandong Province has recently granted official approval for the establishment of five new Sino-foreign cooperative secondary colleges within its vocational institutions. These newly approved entities are all non-independent legal person units operating within their respective parent schools, focusing exclusively on standard junior college education. The academic programs are strategically aligned with critical industrial sectors, including transportation, artificial intelligence, fashion design, smart services, and intelligent manufacturing, and will be integrated into the national higher education admissions framework beginning in 2027.

A New Wave of International Partnerships in Vocational Training

The approvals, issued collectively by the Shandong Provincial People's Government, mark a significant expansion of international cooperation in the region's vocational education landscape. Each of the five colleges has been established in partnership with a distinguished foreign educational institution, bringing global expertise and specialized curricula to Chinese students.

< b>Shandong Transport Vocational College - St. Petersburg Transport School has been approved with a total enrollment capacity of 720 students, admitting 240 per year for a three-year program. It will offer three specialized tracks: Automobile Inspection and Maintenance Technology, Urban Rail Vehicle Application Technology, and Mechatronics Integration Technology. The college, situated at No. 7369 Bohai Road in Weifang's High-tech Zone, is a collaboration with Russia's St. Petersburg State Transport University. Graduates will receive a junior college diploma from Shandong Transport Vocational College, with admissions running from 2027 through 2030.

At Shandong College of Electronic Technology - St. Petersburg Institute of Artificial Intelligence, the partnership with Russia's Saint Petersburg Electrotechnical University "LETI" brings a focus on cutting-edge digital fields. This institute will also accommodate 720 students in total, with 240 admissions per year, offering programs in Electronic Information Engineering Technology, Artificial Intelligence Technology Application, and Information Security Technology Application. Uniquely, graduates will receive not only the local junior college diploma but also a descriptive certificate from LETI. The institute, located at No. 888 Wenhua Road in Jinan's Zhangqiu District, will enroll students from 2027 to 2029.

Shandong Vocational Institute of Fashion Technology - Sino-Italian International Fashion Institute represents a creative collaboration with Italy's Accademia di Belle Arti Libera di Brescia. With a slightly larger capacity of 780 students, the institute will admit 260 students annually. It will offer three fashion-centric programs: Fashion Display and Exhibition Design (70 seats), Fashion Design and Craft (100 seats), and Fashion and Apparel Design (90 seats). Students completing the three-year program will earn a diploma from the Chinese institution alongside credit-based descriptive documentation from the Italian academy. Classes at this institute, located at No. 299 Tianzhufeng Road in Tai'an, are scheduled from 2027 to 2030.

Qingdao Vocational and Technical College of Hotel Management - Sino-Australia Smart Service Industry College is the largest of the new entities, with a total enrollment of 840 students, admitting 280 per year. The Australian partnership with Box Hill Institute will deliver four distinct programs: Information Security Technology Application, Smart Health Elderly Care Service and Management, Western Culinary Arts, and Modern Property Management. This college offers a distinctive dual qualification, providing graduates with the local junior college diploma as well as an Australian vocational qualification or qualification certificate. The three-year courses will be offered at the Qingdao campus on Jiushui East Road from 2027 to 2030.

Finally, Shandong Polytechnic University - Inha Institute has been established in partnership with South Korea's Inha University. This institute will have the highest capacity of 900 students, welcoming 300 new students each year. Its curriculum focuses on Mechatronics Integration Technology, Electrical Automation Technology, and Big Data Technology. Students will receive the Shandong Polytechnic University junior college diploma upon completion, along with a descriptive certificate from Inha University. The institute, located on Fuyanshan Road in Weifang's Weicheng District, will welcome its first cohort in 2027 and continue through 2029.

All five new institutions are required to adhere to national tuition standards and will operate under the strict supervision of the provincial education department. The approvals, signed on August 28, 2026, direct the education authorities to provide robust guidance, encouraging each college to refine its distinctive programs, innovate talent development models, and enhance the overall quality of education to contribute to the reform and development of higher vocational education in the province.
