Workers are racing against the clock to fulfill orders, creating a vibrant scene of bustling production. This garment manufacturer, which took just over 60 days from contract signing to the trial run of its first production line, is accelerating its development through a "build-while-producing" model. It has become a vivid example of Guizhou's efforts to absorb the textile industry transfer from the east and advance new industrialization.
The Meibang Apparel project adopts a tripartite joint venture model of "state-owned capital platform + industry fund + leading brand." Under this structure, Guizhou Textile Group holds a 51% stake, the Guizhou Agricultural and Rural Modernization Development Equity Investment Fund accounts for 39%, and the well-known apparel brand Metersbonwe holds 10%. In this framework, state-owned capital is responsible for platform construction and resource guarantees, while Metersbonwe leverages its strengths in branding, orders, and management to lead production operations and brand management. Each party contributes its expertise and collaborates to explore a new path for the westward migration of the textile industry and supply chain upgrading.
From Metersbonwe's first visit to Dafang for inspection to the company's registration and establishment, less than three months passed. From contract signing to the trial production of the first line, only 60-odd days elapsed. From enterprise registration to official opening, a mere 75 days went by. This series of concise timelines powerfully demonstrates Guizhou's precise, efficient, and considerate business environment services.

The project innovatively adopts a parallel approach of transitional workshops and new base construction, achieving simultaneous construction and production. Currently, the transitional production space has expanded from the initial 6 buildings to 9, covering a total area of 52,900 square meters. Within five years, it is expected to become an all-category garment manufacturing base employing 20,000 workers, with production capacity ranking among the top in the southwest region.
With the leading enterprise's establishment, the "magnetic effect" of the industry chain has quickly emerged. Surrounding Meibang Apparel's capacity release, upstream and downstream supporting enterprises such as embroidery and denim washing have successively settled in the Dafang Economic Development Zone. Two downstream printing project companies have already completed registration, with chain extension and supplementation taking initial shape. Meanwhile, project capacity is accelerating its climb: seven new down jacket production lines were added in early July, and to date, the company's standardized clothing production lines have expanded to ten, with daily output stably maintained at around 5,000 garments. With the leading enterprise driving, supporting industries following, and capacity being released, a progressively complete textile and garment industry cluster is rapidly taking shape in Dafang.
The dividends of industrial landing are most directly reflected in "employment at the doorstep" for local residents. Dafang County, focusing on Meibang Apparel's labor needs, takes proactive and front-line service measures. It has innovatively launched an all-in-one convenience service process of "door-to-door recruitment promotion, free shuttle bus transport, accompanied interviews, and organized medical check-ups," connecting every step of job seeking and employment for residents. Currently, over 90% of the company's employees are local residents. "Previously, I had to go to other provinces to work and could only return home a few times a year. Now I work at my doorstep with a stable monthly income, and I can take care of both the elderly and the children," one local employee in the workshop expressed the genuine feelings of many migrant workers who now achieve "earning money and caring for the family without conflict."
From rapid project implementation and production, to driving the concentration of supporting industries, and then to helping residents secure nearby employment and increase income, Meibang Apparel exemplifies Guizhou's approach to strengthening leading enterprises, supplementing the chain, and gathering industry clusters around the textile and garment sector. Since the start of the 14th Five-Year Plan period, Guizhou has seized the new round of east-west collaboration development opportunities, actively and orderly undertaking the transfer of the textile and garment industry from the eastern region. By 2025, the total output value of Guizhou's textile and garment industry has leaped to nearly 10 billion yuan.
Earlier this year, Guizhou's "15th Five-Year Plan" proposed developing and strengthening textile and apparel among other "three major specialty industries," placing the expansion of the textile and garment industry in a key position in the province's overall economic and social development. At the end of April, the guiding opinions on promoting high-quality development of the textile and garment industry issued by the provincial government office clarified the in-depth implementation of a strategy to strengthen comparative advantages, accelerate the cultivation and growth of the textile and garment industry, and promote integrated development for revitalizing industries, strengthening counties, and enriching the people. With comparative advantages in labor, energy, and an ever-improving business environment, more exciting chapters will continue to be written on this hot land of textile and garment industry development in the future.
