U.S. Democrats oppose the latest Republican revision of the CLARITY bill and are preparing a counter-proposal
Senate Democrats participating in the cryptocurrency market-structure bill are preparing to submit a counterproposal to the Republicans’ latest revised CLARITY Act text, even though Republican lawmakers described it as their “last, best and final offer” when they released it on September 13.
Democrats met on September 14 in the office of Senate Minority Leader Chuck Schumer, and some Democrats remain dissatisfied with the crypto morality provisions in the latest bill text. Senator Mark Warner told Politico as he left the meeting that Democrats who have been sincerely engaged in the work are sending a counterproposal. The counterproposal will be submitted before a key Senate procedural vote on September 15 that will determine whether the Senate can move the bill forward to full-chamber consideration.
Meta and Instagram face class-action lawsuit over crypto scams ads
Meta and Instagram face a class-action lawsuit over crypto scam advertisements. The plaintiffs allege that after clicking crypto investment ads on Facebook/Instagram they were directed to WhatsApp, and after being led to counterfeit trading platforms they could not withdraw funds.
The complaint targets product design rather than mere content moderation, accusing Meta’s advertising system of targeting users interested in crypto/investments. If scammers bid high enough, they can pass ad review. The complaint cites reports and so-called internal materials, alleging the platform displays about 15 billion scam ads per day and about $7 billion in “illicit revenue” per year, and claims the company once weighed fines against ad revenue and therefore did not sufficiently block them. The plaintiffs seek injunctive relief, restitution, damages, and a jury trial.
Treasury Firms Stack Ethereum, Solana, and Bitcoin Through a Jittery September Market
Three listed crypto treasury firms added to their token piles last week as Bitcoin, Ethereum and Solana drifted through a soft September.
BitMine Immersion Technologies picked up 27,180 $ETH, raising its position to 5.956 million $ETH (about 4.9% of circulating supply), with roughly 5.07 million tokens staked; BitMine values its combined crypto and cash at $15.8 billion. DeFi Development Corp. grew its holdings 2% to 2.39 million $SOL since Aug. 27 and opened a $300 million at-the-market program for CHAD.
Strive bought 469 $BTC between Sept. 8–11 at an average of $77,954 and now holds 25,000 BTC. Strategy, formerly MicroStrategy, purchased no $BTC, repurchased $139 million of STRC preferred stock, and holds 845,050 $BTC at an average cost of $75,412. The activity precedes the FOMC decision on Sept. 16; CME FedWatch showed an 85.6% chance of a 25-basis-point hike on Sept. 11 (up from 48.4% a month earlier). Higher rates raise the cost of holding non-yielding assets and could pressure crypto prices, testing whether these treasuries' buying holds through a potential deeper slump.
Analyst: Spot demand for Bitcoin is weak, and the current rebound lacks solid support
On September 15, CryptoQuant analyst COINDREAM stated that the current Bitcoin market structure resembles that of January–February and March 2026, indicating that the market may be shifting into a phase driven by derivatives.
With persistent weak spot demand, the current rebound lacks stable support, raising doubts about its sustainability. Under these conditions, risk management is more important than expectations of further price increases.

The Bitcoin Spot ETF with the highest net outflow yesterday was Ark Invest and 21Shares's ETF ARKB, with a daily net outflow of 41.95M USD, and the total historical net inflow of ARKB currently stands at 1.18B USD.
